- On Thursday, U.S. Indo-Pacific Command announced a disaster-relief operation in the Philippines at the Philippine government's request, coordinating mission planning since Nov. 5 with the Armed Forces of the Philippines.
- Typhoon Kalmaegi made landfall on November 4, causing 232 deaths, 112 missing and over 500 injuries, while Super Typhoon Fung-wong struck on Sunday, killing at least 27 with two missing, the NDRRMC said.
- U.S. Marine Brig. Gen. Robert Brodie said Thursday, `Supporting America’s allies and their people in a time of need is non-negotiable,` marking the second U.S. disaster response this year after July aid flights.
- Homes and farms were submerged and damaged, displacing millions and destroying roads and bridges, with houses flooded in Ilagan, Isabela Province and damaged in Mountain Province.
- The two typhoons together have killed 259 people, with Fung-wong being the 21st tropical cyclone this year, surpassing the annual average of 20 storms, and U.S. forces responded again after July flights.

Relief operations are underway across flood-affected areas in the Philippines after super Typhoon Fung-Wong left behind a trail of destruction.
