Council-run schools outperform academies in England, analysis shows

Ofsted's assessment is based on four core elements - quality of education, behaviour and attitudes, personal development and leadership and management. As of May 3, there were 63 secondary schools in England rated as inadequate - the lowest grade given by Ofsted.
