BEIIJING: China has begun designing a new rare earth licensing regime that could speed up shipments, but it is unlikely to amount to a complete rollback of restrictions as hoped by Washington, industry insiders said.

China has begun designing a new rare earth licensing regime that could speed up shipments, but it is unlikely to amount to a complete rollback of restrictions as hoped by Washington, industry insiders said.
Export restrictions have become Beijing's most powerful source of influence in its trade dispute with Washington.
China's Ministry of Trade and General Customs Administration have suspended for a year restrictions on the export of rare earths and related technologies, as well as heavy minerals and lithium batteries, announced in early October, which led US President Donald Trump to threaten Beijing with "massive landings," although the leaders of both countries finally managed to bring positions closer to the meeting they held last week.
China's Ministry of Commerce announced a one-year suspension of rare earth export controls announced in October.
